In most official maps, Belle Reve appears as a small coastal hospital, built on the edge of the water where fog and tide meet. On paper, it began as a modest regional facility—part medical ward, part psychiatric clinic—intended to serve isolated communities that had nowhere else to go.
Over time, the world around it changed. As stories of metahumans, vigilantes, and impossible events spread, governments quietly searched for places that could hold people whose minds and abilities did not fit ordinary systems. Belle Reve, remote and already walled, was slowly rewritten into something else: a hospital, a prison, and a research institution layered on top of one another.
